Sun, Yat-sen. Zai dong jing 'Min bao' chuang kan zhou nian qing zhu da hui shang de yan shuo. [Rede zum Geburtstag der Gründung von Min bao in Tokyo].
Sun Yat-sen : "The so-called separation of the three powers provided in the British constitution was gradually generated over six or seven hundres years ago, and, since than, has become a matter of custom, but the lines of demarcation hat not been fully clarified ; than the frenchman Montesquieu used the British system as a foundation, and integrating it with his own ideals, made it into a special school of thought. Finally, the American constitution further took Montesquieu's teaching as its blueprint, and made an ever clearer and sharper distinction amont the three powers, and, considering the situation of over a hundred years ago, it could be considered to be the most perfect formulation of its day."

Hou Hongxun : The bourgeois democratic revolutionaries, represented by Sun Yat-sen promulgated and advocated a bourgeois legal system that emphasized using law to rule the country in place of ruling the country with personal (the monarch's) goodness. They advocated the separation of the legislative, executive, and judicial powers, stressing that the executive branch of government must not interfere with the judiciary.
